Early Outline of Conference Decisions

The Official Press Statement from the BSPA on the outcome of this year's conference is due out within the next hour apparently but some of the changes and amendments - or 'modifications' as they seem to prefer calling them are noted below: -

Tactical Ride
  • The BSPA claim they have listened to the fans concerns aired via the Speedway Star by modifying the rule. It can now only be used once in a meeting and the team using it has to be 10 points behind. Pete Toogood feels this helps progression as riders are not replaced but just have the opportunity to go for double points in a programmed ride and therefore most riders will still have four programmed rides.
Tactical Substitute
  • Rule remains unchanged
Team Building
  • For the Premier League, the limit will be 40 points NOT including bonus.
  • Teams must include two British riders who have ridden in the Conference League System at reserve. It is still to be clarified if there is a time scale relating to when the reserves rode at Conference League level.
  • The top two in a side MUST ride at 1 and 3, you can no longer have one of your top riders at No 5, the idea being that the reserves will benefit.
  • The Elite League Team Building limit is 42.5 and there will be an additional average reduction for riders entering the Elite League for the first time who have come through the Conference League System
Season Start
  • Season start date has been moved back to 15th March
Miscellaneous
  • The Bonus Point for Teams will now be referred to as the Aggregate Point
  • In the opening heat, the no 1 rider will be off the outside gate
  • Heat 15 eligibility will be top three scorers on the night and/or top three in your averages
  • All last years Premier League teams remain and are joined by Birmingham
  • The Premier League Play Offs will be over two legs and be contested by the top four clubs in the League
  • Premier League clubs finishing 5th-12th will compete in the Jack Young Shield
  • The Premier Trophy will have three Qualifying Groups - North, Midland and South
  • The Management Committee will comprise of Pete Toogood (Chair), Chris Van Straaten (Vice), Colin Pratt, Dave Pavitt and Neil Machin
